What pump station to collect in the well for a four-apartment building?

Hello. In a 4-apartment building (with a basement) 15 people live. Sewer pipes from all apartments are collected in a well and flow by gravity into the city sewer. The level of which is very high and therefore the basement is constantly flooding.

Is it possible to assemble some kind of pumping station in a well that would normally let drains flow by gravity, and if a backflow would occur, would it connect a non-return valve and a pump for forced discharge? Thanks in advance.
