Do I need to take an air intake for the boiler to the very roof with gas heating in a high-rise apartment?

I want to make individual gas heating in the apartment on the ground floor. Four-storey house (16 apartments). They force me to make a ventilation duct in the kitchen like a chimney, and make an air intake for the boiler (double-circuit) on the facade of the house with a stainless pipe to the roof. I think this is absurd.

This work is carried out by private structures with the full passage of bureaucratic authorities. Since the structure is private, you will be given an explanation of one or another constructive solution. You should act in that order.
Unfortunately, it is not indicated which boiler is installed with an open or closed combustion chamber. In most regions, it is forbidden to install a boiler with an open burner in a house with a storey of more than 2 floors. According to the described requirements, it is very likely that you plan to set it all with an open one. If so, the requirements are well founded and related to the safety of all residents.
Installing a dual circuit with a closed one does not require the specified conditions. In the worst case, you need a chimney on the facade to the roof.
