I must say right away that there is no normative legal act stating that earthwork can be carried out on a water supply system to a certain depth. According to the existing joint venture 31.13330.2012 “Water supply. External networks and constructions ”water supply and drainage pipes on the territory of private buildings and garden plots are laid along the edge of public roads and less than 2 meters from the border of the plots.

If somehow it turned out that the water supply pipe passes through your site, then I recommend that you pay attention to the following facts:

1. The depth of water pipes according to SP 31.13330.2012 is: freezing depth + 0.5 meters. For most regions of Russia, this figure is 2-2.5 meters. Therefore, digging 30 cm of land and planting vegetables in no way can harm communications.

2. The existing water pipelines have a sanitary protection zone (SPZ) according to SanPiN 2.1.4.027-95, which can be from 10 to 50 meters. Any earthwork and economic activities in the SPZ are strictly prohibited. You can find out about the availability of a sanitary zone around communications at the local Vodokanal.

3. If it is necessary to carry out repairs or reconstruction of the water supply system, you must provide access to the pipe to Vodokanal employees. Even if you refuse access, the organization will go to court to obtain easement - the right to limited use of other people's property. Those. your garden plantings may be destroyed.
