The information you are interested in is reflected in SP 42-103-2003 “Design and construction of gas pipelines from polyethylene pipes and reconstruction of worn gas pipelines”. “Placement of valves on gas pipelines” is paragraph 5.14, which states that the necessity and location of shut-off valves should be provided on the basis of SNiP 42-01 and SP 42-101. In this case, metal shutoff valves and polyethylene taps can be used.
A second document will also help - SP 62.13330.2011 * Gas distribution systems. Updated version of SNiP 42-01-2002 (as Amended by N 1, 2):
“5.1.7 * Shutoff valves (disconnecting device) on gas pipelines are recommended to provide:
1. on the border of the gas distribution network and gas consumption;
”2. for sectioning gas pipelines of a gas distribution network;
3. in front of detached buildings, single-family or blocked residential buildings;
4. to disable the risers of residential buildings, regardless of the number of storeys;
5. in front of outdoor gas-using equipment ”and so on, see the document.
And also, the insertion procedure is established by STO Gazprom 2-2.3-116-2007, from paragraph 9 “Insertion of the outlet (looping, jumper) into the gas pipeline under pressure”:
“9.1 Insert through the ball valve.
9.1.1. Regulates tapping through a ball valve
9.1.2 Types of inset horizontal and vertical, as well as information that at the end of work ball valves are left as a linear ballast.”
But in general, this issue should be attributed directly to the local resource-supplying organization, as well as any other. If the project involves the installation of any reinforcement, then it should be so. The insertion is not carried out by the consumer, but according to GOST R 54983-2012, the organization that owns or supervises the networks, and they certainly know how this process is carried out in accordance with the standards.
