Will the land settle because of a cesspool without a bottom?
Greetings! In 2012, a cesspool was made - a depth of 3 meters, a diameter of 1.5 meters. They didn’t make a bottom of stupidity and since then they have never pumped it out. Two meters away is a busy highway, along which heavy trucks ride, and under it aquifers.
The question is, can the land settle down and lead to disaster, and do we get huge fines?

Hello! Apparently, you did not take permissions from the relevant authorities to construct a cesspool? It turns out that you have violated the sanitary standards specified in SNiP 2.04.03-85, SanPiN 2.1.5.980-90. Look, the attached photo shows how far from the road and other objects the cesspool should be.
When you dump more than 1 mᶾ per day into a cesspool, the fact that it is without a bottom is also a violation. Further, aquifers are laid under the road. If they are cast iron, the pit should be removed from them by at least 3 m, and if reinforced concrete - by 5 m. You also violated this condition.
Since the pit has never been pumped out for 7 years, then there was no need for this? Probably, the base of the pit is permeable and all the liquid goes into the ground. The probability of shrinkage exists, because there is no bottom, but even without this the cause of trouble can be a violation of almost all points of sanitary standards.
