On May 6, 2011, the “Resolution of the Government of the Russian Federation” was published (edited February 23, 2019) “On the provision of utilities to owners and users of premises in apartment buildings and residential buildings».

We look at the resolution, we find paragraph VII - “The procedure for accounting for utilities using metering devices, the grounds and procedure for conducting checks of the status of metering devices and the correctness of taking their testimony”.

Part 81 states that:

“The commissioning of an installed metering device, that is, the documentary registration of a metering device as a metering device, according to which it calculates the amount of utility bills, is carried out by the contractor, including on the basis of an application from the owner of the residential or non-residential premises filed by the contractor.”

Contractor is a supplier of thermal energy, i.e. the organization with which you have a contract. In private houses, these are direct energy suppliers, in apartment buildings, as an intermediary, that is, as a management company. However, the mechanism has not been fully developed and in a specific CC there may not be a licensed right and a specialist to seal individual metering devices. If this is the case with you, the UK will tell you this, and in this case, you will have to submit an application to the company of the supplier of thermal energy. What you may be asked to indicate in the application, again, based on the above document (may vary):

1. Information about you - full name, information from the identification document, your contact phone number.
2. The proposed date and time of putting the ISP into operation.
3. The type and serial number of the IPU, as well as the address of its installation.
4. Information about the licensed organization that installed the meter for you.
5. Indications of the device at the time of its installation.
6. Date of next inspection.

Do not forget to attach copies of your IPU passport.

Not later than a month from the date of application, you must arrive and seal the meter. In this case, the first filling occurs without paying for this process. By the way, do not forget to pick up a copy of the certificate of completion from the specialists.

I am surprised why, upon agreement, the Criminal Code did not explain this to you. Personally, I had this situation - the experts arrived by call and on the spot filled out an application, sealed it and left. But everywhere is different. Good luck
