Hello! Judging by the photo, the damage is deep enough and in the future a leak may form in this place. Therefore, a heated towel rail with such damage should be replaced with a new one. Maybe not right now, but don’t delay it.
In the future, you can avoid this problem by observing the following precautions:
1. Choose a quality heated towel rail by a trusted manufacturer. It is better to choose from copper, brass, aluminum - in case of water discharge at the end of the heating season, these metals will not be subject to corrosion. Or install two control valves along the edges of the coil and shut off for the summer so that the water remains inside.
2. There is one more nuisance due to which metal corrosion can occur - stray currents. To do this, the heated towel rail should be grounded or covered with a polymer insulating film from the inside.
