They removed the toilet - everything is fine there. We have a valve installed on the sewer pipe, a locksmith said that maybe it is condensation from it under the tile. Could this be? And because of what else can water appear there?

My opinion is that under the bathroom you have a subfloor or basement. Or emptiness. A dew point falls directly onto your concrete screed, so you have it wet under the tile. High-quality ventilation of the underfloor and insulation of the floor from below will solve the problem. Do not - there will be mold.
