How to correctly install the meter for heating?

In November 23, 2009, the Federal Law of the Russian Federation No. 261 was issued, which obliges the owners of premises in the MKD to install metering devices for the resources they use, in particular, water, electricity and gas. And also, if the system allows it, for heating (as amended in 2015).

Why the system may not allow it - it depends on the type of wiring of the heating system used in the MCD. So, modern houses have horizontal wiring, and the coolant enters the apartments one riser. Here the procedure for setting up the ISP will not create a problem.

However, for the most part, in the houses of the old buildings (in particular, this applies to the Khrushchevs), a vertical wiring is made, which implies a riser for each heating radiator. In this case, the most reasonable solution is to install a distributor, which will consider the difference in temperature between the heating devices and the surfaces of the radiators. Again, it will not be possible to install it in every house, this option should be negotiated with the management company. For example, it will not work if there is no common house metering device, since indications of the heat consumed by all rooms will be necessary.

Before installing the meter, carry out work on the insulation of the apartment. This should be done by a specialist or, if you want, yourself, but keep in mind that there will be complex calculations of the dew point, since the insulation is internal, knowledge of technology and other things. What is it for. Simply, non-insulated apartments are sometimes more profitable to pay on receipts of a common house counter than an individual.

The choice of a heat meter is made according to all state standards and requirements, in accordance with the published rules for accounting for heat energy and heat carrier. Be sure to save the instrument passport and all receipts when purchasing.

Then you contact your management company or another company that controls your MKD and write a statement about the provision of technical conditions for you to connect the meter. Immediately specify, perhaps there is a person in the state who has a license to create such projects.If not, call another specialist with permission and a license from the company or from us, for example, you can call GORGAZ employees. He will examine your technical conditions and draw up a project for the installation of an apartment meter. Coordinate this project with your management company.

Then install the meter. This can be done by a full-time employee of the Criminal Code, an employee of a heat supply organization or another specialist who has a legal right to such work. Do not forget to take a contract from a specialist and sign the deed of acceptance / acceptance of work.

Call a specialist from the Criminal Code or, if there is none, a specialist from the heat supply organization to seal (most likely you will have to write a statement and wait for a month, but we just called by phone) and after installing the seal, file an application with the CC about the device’s approval for operation.

In theory, the experts of Gosenergonadzor should come to you. Or they will immediately draw up such an act immediately after sealing. At the same time, you must present all the technical capabilities, the project for installing the meter, the certificate of its installation, documents for IP, well, your documents too.

After the device is put into operation, you just have to monitor its safety and timely transmit the testimony to the IP.
