There is no place in the kitchen to install a gas stove, how do I get help?
Good afternoon! I live in a wooden apartment building built in 1950. The apartment has a kitchen of 4 square meters - there is no place to install bottled gas, so we use an electric stove. But the gas service refuses us to issue a certificate to the electricity network to review the tariff, saying that we have ideal conditions in the apartment for using bottled gas. How legitimate is this? Thank!

Hello. Decree of the Government of the Russian Federation of December 29, 2011 N 1178 (p. 71):
“When approving prices (tariffs) for electric energy (power) supplied to the population living in urban areas in houses equipped with stationary electric stoves for food preparation and (or) electric heating plants, as well as for the population living in rural areas, in the prescribed manner, depending on regional characteristics, social and economic factors prevailing in the subject of the Russian Federation, by decision of the executive authority of the relevant subject of the Russian Federation Federation in the field of state regulation of tariffs, reduction factors from 0.7 to 1 are applied“.
“According to established order”- this means that the device performs its functions and has been designed in accordance with all the rules. That is, after the design of the project and obtaining the technical specifications for electrification. If you just came home and put a stove, you won’t get any discounts. Perhaps now that’s why you had a refusal - the electro is not framed in the house, which means in the apartment too. Consequently, there are no automatic benefits.
What you need to do is to legitimize the electrification of the apartment. To do this, you go to the Criminal Code, ask (if it is real), a copy of the contract with the power supply for the permissible power for wiring in the house and declare the conversion of the premises. Then, to the energy supply organization with the created project for a new electricity supply for the apartment and an application for an increase in capacity, documents for an apartment and an identity card for registration / receipt of technical specifications agreed in the Criminal Code.
After all the omissions and approvals, take the documents and go to the BTI to legitimize the redevelopment. And then, again with all the documents, to Energosbyt to arrange a reduced tariff.
