Hello! You do not need here the calculation of radiators, this will not help. There is such a document - GOST 30494-2011. “Residential and public buildings. Indoor microclimate parameters. ” It has tables and rules for measuring the temperature regime. Do not confuse with GOST R 51617-2000 - this is already an inoperative document, although for some reason they still operate on them in many forums.
You need to measure the temperature in each room of your apartment with a working thermometer. How to do this is prescribed in GOST. Compare with table No. 1. When you note that the temperature is not normal, you need to call the Criminal Code. Be sure to check and write down the name of the operator on duty who answered the call and record the time of the call.
Engineers should come to you to determine and record the cause of the low temperature. Be sure to also record their visit, if you sign the inspection certificate, remove a copy of it.
When all this does not help and the Criminal Code does not take action, go there yourself and write a statement (be sure to 2 copies so that 1 remains in your hands) about taking measurements of the temperature regime in the apartment. Check that the Criminal Code has put all signatures and stamps in both copies of the statement - your copy and the original. Or, before you give them the document, take a photocopy.
