Registration of gas documents: the procedure for concluding a gasification agreement

At first glance, it seems that the preparation of gas documents is the most difficult thing in providing your home with blue fuel. Indeed, the process takes a lot of time, requires attention and patience.

How not to get into a mess and immediately collect all the necessary documents without returning many times to already passed instances? How much and to whom can I pay for assistance in registration? You will find answers to these and other questions in our material.

What can be gasified?

In order not to waste your time collecting documents, immediately consider the points Federal Law No. 69regulating which objects can be gasified. These are houses with people living in them, construction projects not yet commissioned, commercial and industrial buildings.

According to PP number 549 this type of fuel cannot be connected to objects that are non-capital buildings, that is, without a foundation, or to individual apartments in the house. That is, you will not be able to gasify an ordinary barn, a trading tent, a greenhouse, and so on.

Document collection steps

Before you go to draw up documents, you need to find out who is listed in the owners of the gas pipeline to which you are going to connect. If this is a gas supply company, for example, Gorgaz, you should go to their office and get official permission to insertion into the gas pipeline.

If you live in a rural area, approval for a possible insertion into the gas pipeline should be preliminarily carried out with representatives of the local municipality - the village council

The situation is more complicated with private individuals or a cooperative. With the registered rights of these persons, you will also need permission from them, while preferably notarized.Also, the consent of the main subscriber is attached to the application for connection if the planned gas pipeline branch passes through its land plot.

Coordination usually takes place with the payment of compensation to the owner for the amount indicated or cost calculations according to the owners of the estimated design documentation for gasification.

After receiving these documents, the order of execution looks like this:

1. Submission of application for technical specifications and their receipt.
2. Drawing up project documentation.
3. Submission of an application to conclude an agreement on connection to gas distribution networks.
4. Drawing up an act of readiness to connect to the capital construction facility.
5. Actual joining actions.

Laws and regulations

In the process of registration of gasification of the facility should be guided by the following laws and regulations:

1. PP of the Russian Federation of December 30, 2013 N 1314 “On approval of the Rules for connecting (technological connection) of capital construction facilities to gas distribution networks”.

Design specifications

Specifications - this is a special document from the gas supplying organization regulating the possibility and features of connection to the distribution supply network. On its basis, a gas supply project is being developed.

Paragraphs of the issued technical specifications are determined by the commission on the basis of the capacity of the supplying branch and possible alternative sources of connection.

If the future subscriber does not have information about the body that makes up and approves the technical conditions, he can contact the local authorities, which are obliged to provide this information within 5 working days. In small towns this is usually a single organization, so there should be no problems with the search.

An application for the technical specifications can be submitted directly at the office of the resource provider or via the Internet on the site of the local office of the regional office of organization (be sure to specify the exact address of the organization).

To fill out an application for technical specifications, you will be given a special form at the organization. Be sure to leave and keep a second copy of the application for yourself, if you have problems or delay the issuance of the document, you can appeal the decision of the commission

The applicant provides the following documents to obtain competently prepared technical specifications for gasification:

• the statement itself, drawn up according to the established model;
• copy of the identity card (passport) of the future subscriber;
• coordination with the inset from the owners of the gas pipeline;
• title deeds to the house;
• documents for planned and not yet commissioned construction projects;
• situational plan;
• documents confirming authority, if the person acts on behalf of another person by agreement or power of attorney;
• drawn up power transfer act (if there is such an agreement).

During the visit, a statement is issued which contains various information about the future owner of the gas branch.

A list of the full package of documents required to issue technical specifications can also be provided to you by the resource supplying organization to the network of which you wish to connect. Be sure to check this point because requirements may vary.

In addition to standard identification data, this is also an approximate timeline for putting an object into operation if an application is submitted for an object under construction, technical calculation of hourly fuel consumption, data on reconnection (if the gas distribution network object is being changed), and in addition, information about the gasification program, if the subscriber participates in it, and certificates of ownership, if the network is being reconstructed.

At the same time, you can also at the same time ask you to calculate a fee for a technological connection to gas consumption networks. The calculation is made according to the guidelines, as well as standardized rates for connecting gas distribution systems.

After submitting documents, the result will be known within 10 business days.

Refusal to issue technical specifications

If you have been refused to issue technical conditions and do not agree with it, you have the right to apply to the court to recover the damage incurred and the obligation of the gas supplying organization to develop such a document. When applying to the court, if you are unsatisfied with the reasons for the refusal to issue technical specifications, be sure to collect all the documents - an application for the issuance of technical specifications, collected documentation by agreement and written reasons for the refusal of the resource supplying organization

However, in the case of a reasoned refusal, there is also a way out. The applicant may apply to the executive authority for inclusion in the gasification program with technical connectivity. At the same time, a copy of your application for the issuance of technical specifications and the refusal to provide them should also be attached to the standard set of documents.

The main reason for the motivated ban may be the impossibility of technological connection of your facility. However, if it is planned to eliminate restrictions on connections this year, TU will still be issued to you.

What information contains technical specifications?

TUs received by the subscriber contain:

• characteristics and information about the connected object when connected to another gas distribution network;
• data on the hourly gas flow rate on the connected branch;
• the time frame for connecting the object;
• validity period of issued technical specifications (usually 70 working days);
• connection address;
• materials of the gas main branch into which the insert is made;
• a method of laying a gas pipeline in a given area;
• system parameters;
• place for tie-in.

In addition, recommendations for the design of a gas supply system for a specific facility may also be included in the technical specifications.

We draw up a gas supply project

After drawing up the technical specifications, a gas supply project should be developed. This is an expensive procedure and there are 2 options for its development. You can either contact the resource supply organization or a private company. The first option will cost less, the second - faster.

If the project is a third-party organization, and not a resource supplying one, be sure to draw up an agreement with them, check all licenses and read reviews of their previous customers

Be careful if you want to draw up a project with the help of a private company, it must be a member of self-regulatory organizations and have the appropriate license.

To complete the project you will need

• Site situational plan issued by the local government;
• TU received by you;
• house plan with location of gas-using equipment;
• gas-using devices planned for installation (passports for them), if they have already been purchased;
• geological exploration;
• measurements of distances between structures and communications on the site;
• measurements of premises at the facility.

Again, the full list of documents and necessary research you should specify directly in the organization.

Be sure to conclude contracts with the company involved in the preparation and development of the project, while keeping a copy and the original of this document.

The gas supply project includes complex technical calculations for gas flow to supply the connected equipment. These surveys are carried out first. Then the specialist will plan the transportation of gas in the area from the point of insertion to the house.

The project is agreed with the organization that issued the technical specifications. At the same time, it is necessary to provide for the possibility of making changes, because in the event of a failure, otherwise the whole document will have to be completely redone

In general, the developed plan includes the following information:

• a full floor plan of the house in the context;
• a schematic representation of the network from the point of connection to gas-powered appliances;
• points of assembly nodal connections;
• expert advice and recommendations;
• materials and equipment.

Often, approval takes more than one week, and the resource supplying organization may terminate development if it does not comply with current standards and operational features of gasification.

Gas Connection Agreement

The gas connection agreement is the next step. It is in the manner prescribed by the Civil Code of the Russian Federation.

The application shall contain the following data:

• Name of subscriber.
• Information from the passport (series, number, when and by whom issued).
• Mailing address and contact telephone number.
• The location of the facility.
• All data on the timing of putting the house into operation (if not entered).
• Hourly gas consumption (calculated).
• TU number and date of issue.

An application for registration of gasification can be submitted via the Internet on the site of the gas distribution company, at the MFC or sent by regular mail. In this case, if you deliver the application using the post office, you should make an inventory of the investment.

Be careful, the absence of the required documents for concluding a gasification agreement can cause a refusal and return of the application before correcting the comments made by experts

The term of the contract depends on your distance from the place of the insert into the flue. So, in 5 days, the question is solved if the highway passes through your section, 30 days for subscribers of categories 2 and 3, 15 days for all other categories. The contract will be drawn up in 2 copies.

The gas pipe is connected after the submission of the corresponding application to Gorgaz. After planting the pipes into the house and connecting the gas-using equipment, an employee of the resource supplying company will go to you to verify compliance with all the technical nuances.

The procedure takes about a month. During this time, they will check everything for you, seal metering devices, provide a gas supply contract, conduct detailed safety training and equipment use, and also commission all the devices.

What is a collective application?

Not always as simple as it seems. If the nearest gas main is not capable of receiving new subscribers in power or is located further 200 meters from the house, the cost of a round and a single connection will be sky-high.

When submitting a collective application, the costs of technological connection are distributed between subscribers, thereby the total amount becomes much less

Especially often this problem is encountered by remote settlements in which the general gasification program in general is not yet working.

In this case, when several objects wish to conduct gas for themselves, the request for the development of technical specifications and the connection agreement may be in the form of a collective application for the technological connection of gas. It is enough to simply join in a non-profit partnership. In this case, on behalf of all residents, one representative may act.

However, the specifics of gasification of a particular constituent entity of the Russian Federation and the package of necessary documents should be coordinated with the resource supplying organization; again, it may vary, taking into account the specifics of the area and the distance of the gas pipeline.

Subsidies for certain categories of citizens

When carrying out the gas supply process of a house or apartment, some categories of citizens can rely on a little help from the state.

However, at a general level, not a single subsidy has been officially fixed. Regional authorities of individual constituent entities of the country themselves determine the amounts of assistance to the poor, large families, the disabled, and so on.

Most often, gas connection discounts apply to veterans, retirees, the poor, large families, and disabled people. Unfortunately, such assistance is not possible in every city, but only in those where it is established at the legislative level.

Help in some cases is very substantial. For example, in Lipetsk, poor families can count on 50% help in offsetting the cost of connecting blue fuel.
